Candace Blake (Kimberley Elise) gets caught by a skinhead terrorist disguised as an ATF agent and becomes the centerpiece for his latest and largest bomb. He has her duct taped to a chair wth the ignition switches at her feet. He gags with a single long strip of tape wrapped around her head as well. while our heroes try to find the bomber (who has a remote detonator) a nervous member of the bomb squad tries to defuse the device. He succeeds and saves the day, and the bomber gets his just desserts.
